Any number of statistical and analytical software packages will produce a graph from a set of data, but this does the reverse: generating data from a scan of a graph
Biosoft has a range of software products for Windows which are mainly dedicated to the analysis and presentation of scientific data although there are some educational programs as well.
One program of very general utility is the UnGraph package which, from images generated with any office scanner, can feed out the X,Y coodinates of graphs charts etc.
So you can recover data from published graphs or recreate drawings.
This year the journal Science has reviewed two Biosoft programs.
Concerning AssayZap it said [Science (2002) 296, 2054]: "AssayZap is excellent value.
It focuses on the real needs of those carrying out plate-reader or scintillation-counter based assays and, unlike proprietary software, is not dependent on particular instruments." About ModKine the review [Science (2002) 296, 761] said among other things: "ModKine is a modelling progam useful to pharmacologists and biochemists dealing with model parameters and simulations - Modkine contains many advanced features."
